問題文 彼女はいつも寒さに耐えられる衣服だけを身につけることにしている。
・~することにしている: make it a rule to do
→make it a rule to と習ったかと思いますが、余り使わない表現のようです。 習慣的な行為を表現するなら、always + 動詞現在形で良いようです。
・~するだけの：only enough to do
・耐える： withstand
→
withstand: to be strong enough to remain unharmed by something such as great heat, cold, pressure etc.
stand: to be able to accept or deal well with a difficult situation
to be good or strong enough to last a long time or to experience a particular situation without being harmed, damaged.
どちらも耐えうるという意味のようです。standの方がより広範な意味で使われるようです。
英次郎には以下の説明があります。
withstand: 〔～を〕我慢する、〔～に〕耐える◆【用法】canと共に否定文や疑問文で用いられることが多い。
stand: 〔～に〕抵抗する、逆らう、耐える、持ちこたえる

– The noun ‘clothing’ are used in different circumstances. ‘Clothes’ are items of ‘clothing’ that we wear; the latter is an uncountable noun.
– I have just suggested that you add a comma before ‘enough,’ to create a natural pause when speaking the words out loud.
– “Make it a rule” is an expression that is not often used.
